According to So Hu, from 8 pm on July 15 to 8 am on Saturday, July 16, heavy continuous rain occurred in the west of the Beichuan Autonomous County, Sichuan province, affecting 22,300 people in 13 towns.
Early morning of the 16th, a flash flood occurred in Beichuan, flooding Chang town and Baishi town, engulfing many houses. Houses were swept away, traffic was halted, electricity was cut off, and communication was interrupted.
The flash flood left at least six people dead and 12 missings.
According to the ABC, some 1,300 people were evacuated as of Saturday.
According to ET, local authorities said that floodwaters came quickly and rose in just a few minutes. However, some netizens suggested that an unannounced flood release from the reservoirs exacerbated the damage from multi-day heavy rains and the flash flood.
Dr. Wang Weiluo, an irrigation expert in Germany, said that Chinese people suffer from large floods partly because the local authorities of the CCP often release floods without warning.
Wang said there are three reasons why the Chinese regime acts like this.
First, the regime cannot accurately predict the timing of floods and the amount and size of floods.
Second, the water storage capacity in reservoirs is small, so they cannot manage flood drainage properly.
Third, the Chinese regime wants to avoid paying compensation for flood damage to the people.
Regarding the third reason, Wang explained that when authorities announce the exact time of the flood discharge, if people suffer from flood damage due to this discharge, the regime must provide compensation.
Meanwhile, in Longnan city, Gansu province, heavy rain and flooding caused another six deaths, and 3,000 people were evacuated.
The heavy rains and floods come amid a heatwave in much of China, including eastern Zhejiang province and the city of Shanghai, with temperatures soaring as high as 42 degrees Celsius last week.
